I don't think it would. It takes between one and three hours to complete a rotation. At that speed, you wouldn't feel the movement. It would be cool to watch the view outside the windows change, but it probably wouldn't be any more distracting than passing traffic or trees blowing in the wind, if you caught it in your peripheral vision.
But whose voice command? if the whole floor rotates and there is more than one apartment on each floor - can you imagine the escalation of neighbour disputes?!
Personally, I started feeling motion sickness watching the animation, never mind in the building...
But if each floor is controlled separately, it'd take a heck of a lot of neighbourly co-ordination to get the whole tower shimmying like in the video...
